This report highlights the case for a housing development corporation (HDC) in the London community. It identifies why an HDC for the City of London is needed, what it looks like, and how the approach is innovative and sustainable. Most specifically, the business plan identifies what the City of London can do through an HDC that wouldn't happen with the status quo. It includes rethinking how we create more affordable housing, the regeneration of the public housing stock, access to sustainable funding, and economic and social benefits to the community.
