This report is an interim report outlining the findings to date, options, plans, and requirements associated with the creation of the Housing Development Corporation. It includes information about the current need and why an HDC is being proposed, as well as the key business modeling components for a Housing Development Corporation in the City of London. The business modeling components highlighted in this interim report constitute a “minimum viable product” (MVP) for the HDC.
