Is social housing included in Bill 6- the regulation for municipalities to have strategic asset management plans?
Municipalities in Ontario will be required to be complete a strategic management policy and prepare a new long-term Asset Management Plan according to the Ontario Government (Ministry of Infrastructure) legislation. Social housing that is municipally-owned is NOT excluded from the regulatory requirements. With changes to the Infrastructure for Jobs and Prosperity Act, the regulation may establish a standard format for these plans. The deadline for the completion and council approval of policies is tentatively set for 2019 (subject to amendments and final approval of the draft regulation).

Speaker bio: Doreen Khatchadourian
Doreen joined Housing Services Corporation (HSC) in the spring of 2017 as Manager, Asset Management. She brings over 20 years of experience in social housing, working in the areas of engineering, building design and retrofit, project management, capital planning and asset management. Prior to HSC, Doreen worked with the Regional Municipality of York and the Ministry of Municipal Affairs and Housing in the delivery of capital programs and in developing and implementing asset management strategies and practices, including evaluating infrastructure replacement and risk-based capital rehabilitation, including energy efficiency initiatives.
Doreen holds a Bachelor of Engineering in Civil Engineering and is a licensed member of Professional Engineers Ontario and holds a certificate in Asset Management from the Institute of Asset Management.
